PLOT:
Utilizing the Startopia Casino's odds-altering nanotechnology, the RFG takes on the Justice League in three different cities across America. The stakes are high in this war-game concocted Amos Fortune and Roulette. But even with the odds literally against them, the JLA refuse to die! Turning their misfortunes into advantages, the JLA is able to wipe the floor with the card-men and women. It's not long before they notice the immodest ruby red spy cameras and trace the video signal back to the Mississippi River boat where the two have sat watching their games play out.

As the JLA surround their floating fortress, a speed boat bursts out of an escape-bay hidden in the steam-ship and Dr. Light gives chase until the vessel suddenly explodes! The overwhelming guilt of thinking she had somehow brought about the demise of either Amos Fortune or Roulette hits Kimiyo moments after the shockwave forces her ashore. Yet despite the chilly reception she'd given Plastic Man earlier, the pliant hero has nothing but kindness to offer his teammate. Thankfully her conscience is spared when Diana reports that no one was aboard the decoy watercraft. Both Amos and Roulette live to fight another day.

How long both stay breathing however is anyone's wager. It seems that Amos Fortune's willingness to play games with other people's lives is finally going to catch up with him. Sometime after the JLA raid on his steamboat, Amos makes an appearance at an underground gambling den somewhere on Bourbon street. Things are running smoothly for the illegal establishment until the widow of one of Fortune's footsoldiers whom he executed in Midway City shows up packing heat and looking for vengeance!

But it's not all a wash for Roulette. Compiling all of her intelligence on both the heroes and the villains onto a pocket hard-drive, she brings her accumulated data with her to a secret late night meeting down by the docks. Inside a shadowy warehouse she finds the Key waiting for her. It seems that the gambling villainess has found herself in debt with someone far more powerful than she. And as she hands over the drive she expresses her hope that this exchange will clear her marker with the Key's boss. The Key's just smiles. "You are done when he says you're done - and not an instant before"
