First off, any site that sells custom figures won't do it cheap. They take a lot of time and work and could easily go for over $100 each, depending on aspects such as the size, materials and work time. I honestly don't know a lot about it, but here's some quick links I found. I'm not exactly sure what their specifications are in terms of commission and whatnot.
If you can't afford those, your best bet would probably be to learn the customizing craft yourself or have someone you trust make the figures for you cheaper (and probably in a lower quality) than the big-name sites would. I actually have a spare Mr. Freeze and could possibly do a custom for you, but take some time to look around at your options.
