This particular time I traded some work for it, but yes - they are available for purchase. Jimmy Flintstone makes the resin body, and when it arrives you start with this:
Basically just a thick body shell and a separate hood. In the picture you posted, I had cut out the doors, trunk, fuel fill, grille openings, and exahaust/rocket tubes, added a chassis & floor pan, and started the interior tub.
For the fuzzy texture, I used Duplicolor Filler Primer in the spray can. It has a very fine grain in it that acts to fill in small scratches and cracks during normal use. Instead of spraying it as directed, though, I sprayed several quick, light coats to build up the texture. then that was done, I sprayed Testor's Flat Black using the same method.
The red stripes are a combination of two things: the long straight runs, like the sides of the body and tops of the fins, are done with automotive pinstriping tape that I cut into ~1/16" strips. The curved stripes, like over the headlights and around the grilles, were painted by hand with a toothpick.
