Yes: There was a story penned by Bill Finger in Detective Comics #235 titled ?The First Batman? where Batman explains to Robin about a costume Thomas Wayne once wore.
One of Bruce Wayne?s most prized items in The Hall Of Trophies is a costume his father once wore to a masquerade ball. Bruce later credited memories of that costume as his inspiration for his Batman costume.
?Now I realize I adopted a Batman costume because I remembered my father wearing one,? Batman once told Robin.
No: Thomas Wayne was never a crime fighter and wore a Batman costume as one.

In silver-age continuity, Thomas Wayne wears a Bat-Man costume and stops mobster Lew Moxon during a costume-party. In modern continuity, he wears a Zorro costume and Lew Moxon is a close friend of his.
In the shadows I saw my destiny...
I would seek justice...
I would have my revenge...
I always hated that story. It's fine as an old goofy Silver Age story that is no longer a part of continuity,., but that one really bothered me when I read a reprint of it as a kid because it undermined the primal power of the image of the Bat, that moment of blinding inspiration when Bruce realizes he "shall become a bat." Not EVERY little thing has to be tied together in a neat little package.
By the by, there was also a 5-part story in Legends of the Dark Knight #132-136 called "Siege," in which this is mentioned. As it is removed from continuity, it's a pretty good story even with this. It was a story started by Archie Goodwin, but it was not finished before his untimely death. James Robinson finished it, and Marshall Rogers provided the art. It's set in the '70s era, with characters like Silver St. cloud figuring into the plot. Not a bad little story.
