Okay, I missed a few issues in BATMAN, so the other day I picked up issue #647. So I got a question...is it confirmed that the Redhood is Jason Todd?

Yep. It was confirmed in THIS ISSUE. Where the heck all this came from is supposed to be revealed in the

BATMAN ANNUAL #25

That is supposed to be released on March 8. If you click the link I posted with the image (in case you haven't noticed yellow stuff I type is a link to something) you go to the DC page for the comic. It has a blown up version of the cover (nice homage to the Death in the Family image) and a preview of a few pages.
