There was this thread, not here, that said that the the story arcs in JLU and TT are the reason why TB sucked because it doesn't have any arcs of any kind.
Now I think of that and I say that that ain't the case. TB follows its stories just like another Batman show: BTAS. Because BTAS didn't have any arcs, just plain stories which latter stories or characters would make references to events previously or evolve.
For example: the BTAS episode "Second Chance" is about Two Face in the plans of turning back into normal. It also flashbacks to the event that changed him in "Two Face Pt. 1". TB is like that in episodes like "Rubberface of Comedy/Clayface of Tragedy" on Clayface's origins and referenced in "Meltdown".

if TB had story arcs it wud be pretty cool. but in TB, it seems as though the villians arent that important. theyre just bad guys. the only villian that i see important in TB is clayface.
they shud have done the origin of joker. maybe a red hood story arc or something...but its too late now. jokers already in it. but they cud do a flash back.

I've never heard that the reason TB sucked was because of Arcs.. The reason is the stories themselves. They have gotten MUCH better, but they still have a ways to go.

i dont think the arc thing is the reason. i believe it is the writing in general. honestly i dont see any arcs being done with this series. it is aimed at young kids, and the popular belief is that kids wont remember the previous episodes in order to tell a 4-5 part story.

what about Teen Titans?
I think they could very well do a story arc if they wanted to, but I like stand alone episodes.
Perhaps Fleurs du Mal will connect to the events in Batgirl Begins, similiar to how Meltdown connected to the events in Rubberface and Clayface. Though not technically arcs, they do provice some nice story continuity which is always a plus.
I'd say that while the story arcs are a great part of JLU and Teen Titans, they don't make those shows what are so good.
Look at season five of TT, its entirely one big story arc and they've kinda (expletive) it up. Its not bad but not particularly good either (only 3 out of the 7 episodes this season I've really enjoyed so far)
I don't think its about story arcs (and I've never head this arguement either) its just how they write, season one of TT didn't even have much of a story arc but was still pretty good. Same for JL, we wouldn't have had the huge Cadmus arc if the show hadn't done well and got made into JLU.
