i've read the JLA comic book. And plastic man's one of the "world's greatest superheroes". i'm not being critical or any thing, but i think he isn't fit to become a JLA member....

Plastic Man is one of the most powerful heroes in the DC Universe. He can change his shape into anything. There was a great JLA story where he became really big and fought the bad guy (it may have been the Shaven Shaggy Man/The General who was in a recent JLU episode). Plastic Man was a former master thief, so he gets brownie points for coming back from the dark side. Also he just has a great sense of humor, even made Bats smile a couple of times.

Yeah, he looks like he deserves a good smack in the head for looking so silly while standing beside the sublime members of the DC Universe. But he gets to have the super-stretchy powers, so he does have something to offer. I remember when Wizard Magazine made their dream cast for a JLA movie, they picked Jim Carrey for Plastic Man. Not a bad choice.
