Actually Scarecrow would use it to highten his victims terror befor he gasses them.
Second, Batman changes his voice so that people who've met Bruce Wayne won't realize their one in the same.
Third, Bruce only acts like a differant person so that billionare Bruce Wayne won't be suspisious enough to be thought a candidet for Batman.
I recomend you read up, as Batman is not insane, he just has a few emotional issues.

i can understand scarecrow using it, but not batman. i was just joking with him being psycho...but the point is. batman can change his voice without the device just fine.
oh and i think batman might be just a LITTLE insane. just a little though. ok lets see...he adopts a few kids and turns them into robins to help him fight crime. and he builds the brother eye to help get rid of the injustice, which later gets in the wrong hands and ends up messing up the world up until batman brakes it with the help oh his friends. yeah...but i just said a LITTLE insane. cuz he does have friends and such.

What led you to believe I said Batman should use a voice changer? You did know me and Batgirl were talking about Scarecrow, right?
