i read a comic and in one scene they show bruce wayne as a police officer. Why is he a police officer?????

He impersonates them all the time. It was probably that. Unless you read the Silver Age origin story where Bruce considers being a policeman, but realizes that they have too many restrictions and it is necessary for him to work outside of the law to bring justice to Gotham.
