PLOT:
The JLA finds that the Prison Planet where Earth's Villains was sent to, called Cygnus 4019, was meant to be more of a deportation than a prison sentence. Waller insists that Commander Flagg tags along on what is now essentially a "rescue mission" to save Martian Manhunter.

After arriving on the planet they receive another distress call from a weakened Martian Manhunter. Unable to trace it directly the League sets out on foot in search for J'onn. Instead of finding their friends or any of the marooned enemies, their ship is blown up and they are captured by Kanjar Ro, the tyrant from planet Dhor.

Kanjar informs them that he had initially planned to enslave all of the villains when they arrived but their transport beam was intercepted before it arrived on Cygnus 4019 and taken to another location he could not follow. Martian Manhunter and the rogues are not even on this planet.

Thanks to Hawkgirl the League is able to escape and defeat Kanjar and the JLA is able to use Green Lantern's power ring to safely transport them back to Earth.

This setback however only strengthens Batman's resolve to find and rescue his friend and the unjustly punished villains of Earth. After all, a lengthy stay on a hellacious prison planet could only drive the already criminally insane to further feats of evil activity.

"Who knows what they're up to? They could be planning a return to Earth even as we speak and if they are... There'll be hell to pay."
