Head of the Triads in Gotham City, and a devoted follower of the Chinese I Ching, Tzu blamed the Russians, headed by Vasily Kosov, for the death of his wife. He accepted help from the snakelike seductress Whisper, who delivered Kosov into his hands in return for his devotion, giving him a dose of her own immortality potion which gave him raven-like attributes. However, sicne the bat is more sacred than either snake or raven in the I-Ching, Tzu eventually surrendered to Batman, though Whisper, who was the one truly responsible for organising his wife's death, got away. Tzu now lives to bring down all the evil in Gotham, starting with the Triads.
